On 12 November 2025, the Milan Bar Association hosted a conference on the contractual, administrative and tax aspects of agrivoltaics, a rapidly evolving field that requires integrated legal and technical expertise.
Avv. Omar Hagi Kassim presented an in-depth analysis of the national framework governing the identification of suitable and unsuitable areas for renewable energy installations, with particular reference to the recent TAR Lazio rulingson the Ministerial Decree on “Suitable Areas” and the introduction of “acceleration zones”.
The presentation outlined the key implications for developers, agricultural enterprises and public authorities, focusing on authorisation procedures, integration between agricultural use and energy production and compliance with environmental and landscape safeguards.
The event highlighted the need for a stable regulatory environment, clear national guidelines and coordinated administrative action — conditions considered essential to ensure sound and sustainable development of agrivoltaic projects.
