Law Decree No. 116\/2025, referred to as the \u201cTerra dei Fuochi\u201d Decree, introduces a series of measures aimed at combating the ongoing issue of illegal waste disposal, particularly in the areas most affected by environmental degradation. The decree modifies Part IV of Legislative Decree No. 152\/2006, increasing administrative and criminal penalties for individuals and companies involved in waste abandonment.<\/p>\n\n\n\n
Three new categories of offences are introduced, targeting cases of systematic or organised dumping, with further aggravated penalties where environmental damage is proven or where hazardous waste is involved.<\/p>\n\n\n\n
From a procedural perspective, the decree reinforces the powers of the Prefect, who is entrusted with the imposition of administrative sanctions, and strengthens the mandate of the Government Commissioner for the Terra dei Fuochi area, particularly in terms of coordination, monitoring and emergency interventions.<\/p>\n\n\n\n
The conversion bill was approved by the Senate through a vote of confidence and has now been referred to the Chamber of Deputies. The deadline for conversion into law is set for 7 October 2025.
