On 5 November 2025, the Council of Ministers approved the draft Legislative Decree on Batteries and Waste Batteries, implementing Directive (EU) 2023\/1542 and the national delegation law No. 91\/2025. The text provides a comprehensive regulatory framework covering the entire life cycle of batteries, introducing requirements for sustainable product design, compliance obligations, and enhanced traceability measures throughout production, use and end\u2013of\u2013life management.<\/p>\n\n\n\n

The decree significantly revises the system of Extended Producer Responsibility (EPR), allowing for both individual and collective compliance schemes. It also updates the Minimum Environmental Criteria (CAM) applicable to public procurement procedures involving battery\u2013containing products, promoting higher sustainability and recyclability standards.<\/p>\n\n\n\n

To ensure coordinated implementation across the country, the decree establishes the National Battery Producers Register and the Battery Coordination Centre, which will act as the national hub for data harmonisation and operational oversight among collective systems and public authorities. For full alignment with EU requirements, the decree repeals Legislative Decree No. 188\/2008 and amends Legislative Decrees No. 152\/2006 and No. 157\/2022, rationalising existing provisions. Published on 10 November 2025, the reform marks a key step in the national transition to the European circular\u2013economy model for energy\u2013related products.<\/p>\n\n\n\n
