The Quebec Construction Commission (QCC) is responsible for enforcing the laws and regulations that govern the construction industry in the province of Quebec. The CCQ, supported by employers and workers in the sector, provides many services in the areas of social services, vocational training, human resources management and the enforcement of collective agreements in the construction sector. For each sector of the industry, the Labour Relations, Vocational Training and Human Resources Management Act (R-20 Act) refers to a sectoral employer bargaining organization. For workers as well, there are five representative trade union organizations designated by the Collective Agreement Bargaining Act. To be applicable in a sector, a collective agreement must be ratified by the employers` side and at least three trade union federations representing more than 50% of all workers in the sector. The CCQ`s objective is to provide many services to its clients, including social benefits, pensions and insurance plans; Vocational training and the management of industry personnel. It is also responsible for the enforcement of collective agreements in the construction industry. All four collective agreements expire every four years. These collective agreements (publications/agreements) are in effect until April 30, 2021.

However, agreed working conditions continue to apply, unless there is an agreement in principle, a lockout or strike in the sector concerned. In accordance with the collective agreements that have come into force for the four sectors, the Quebec Construction Commission (QCC) recently announced on its website changes in tariffs. These changes are to be included in the May 2020 Monthly Report, which will begin on April 26, 2020. The annual liquidation occurs at the end of each reference period and reference period, in accordance with the collective agreement. The 2013-2017 Housing Collective Agreement defines four of these periods: the construction labour relations system defines four branches for the negotiation of industrial, institutional and commercial collective agreements in the housing, construction, civil engineering and road construction sectors. The agreements contain common clauses concerning union security, union representation, complaint resolution procedures, the use of disciplinary measures, arbitration, insurance and the pension plan. Every four years, the CCQ, employers` organizations, construction workers` unions meet to conclude a collective agreement by branch, which deals with hourly schedules, retirement plans, insurance, compensation funds and other labour conditions and standards. The hourly rates set in collective agreements correspond only to the wages of construction workers.
