Massimo is Associate Professor of Administrative Law (with National Scientific Qualification to Full Profession) at the University of Salento.
He graduated with honours in Law from the LUISS “Guido Carli” University of Rome and holds a PhD in “Economic and Market Law” from the ISUFI Advanced School – University of Lecce. He has been registered with the Bar Association since 2004 and in the Special Register of the Bar admitted to practise before the Supreme Court and other Higher Jurisdictions since 2018.
He has carried out (in the position of university professor on a fixed-term basis) professional consultancy, legal support and defence in court for leading public and private organisations and companies in the fields of administrative, public and economic law, and, in particular, in the following sectors: environment and landscape; antitrust; public contracts and services; public companies.
Since December 2018 he has been Of Counsel at the Ambientalex law firm and since January 2020 he has been an Associate of the same firm.
He is the author of numerous monographs, international editorials, chapters in manuals, essays in collective volumes and articles in legal journals in the fields of administrative and environmental law, with Italian, foreign and international publishing houses, in Italian and foreign languages (English, French, Spanish).
He is the Director of the “Legal Issues in Transdisciplinary Environmental Studies” (LITES) international series, published by Springer Nature; Deputy Director of the “Quadrimestrale di Diritto dell’Ambiente” (RQDA) journal, published by Editoriale Scientifica (Band A); member of the Management Committee of the “P.A. Persona e Amministrazione. Ricerche giuridiche sull’amministrazione e l’economia” journal, published by the University of Urbino (Band A); member of the Scientific Committee of numerous Italian and foreign journals; member of the Executive Committee of the “Observatorio Internacional da Regulación das Entidades do Sector Público” (OIRESP); National Focal Point for Italy of the “Centre International de Droit Comparé de l’Environnement – International Centre of Comparative Environmental Law” (CIDCE); Founding Member of the “Italian Association for Sustainability Science” (IASS); member of the research team of the “National Biodiversity Future Center” (NBFC).
He has acted as coordinator or member of national and international research groups, units and projects in the fields of environmental, administrative, European and economic law, and has been organiser or guest speaker at numerous international and national conferences.
From 2006 to date, he has been a full professor of the following courses at the University of Salento: ‘Administrative Law’, ‘Administrative Law II’, ‘Landscape and Environmental Law’, ‘Administrative Environmental Law’, ‘Advanced Administrative Law’, ‘Public Contract Law’, ‘Administrative Environmental and Food Law’, ‘Sustainable Development Law’, ‘Administrative Environmental and Energy Law’. He has also held teaching and seminar activities at numerous Italian and foreign universities.
He is the Director of the second level master’s degree in “Public Administration: Principles and Rules, Tools and Techniques” (APPREST) at the University of Salento.
